Strategic Land Use & Blended Finance for a public utility company operating within the water supply and wastewater management sector

Background
Vandcenter Syd is responsible for distributing clean drinking water and treating wastewater in the southern part of Denmark. As a public utility, its primary mission is to provide essential water services to households and businesses, while ensuring sustainability and adhering to regulatory requirements in the water management sector.
The project aimed to develop strategic tools for planning the acquisition of key areas that support VandCenter Syd’s long-term goals of sustainable water management and resource protection. Additionally, it sought to support local municipal planning by ensuring involvement throughout the project.
Our role
Our role involved scoping and analyzing both current and future scenarios through a gap analysis, based on insights from key stakeholders. We conducted multiple interviews and workshops with experts in land use change, CSRD requirements, groundwater impacts, and wetland projects, ensuring alignment with Vandcenter Syd’s strategic vision.
Aeon delivered a detailed land acquisition roadmap and created a business case model designed to acquire land for land use change at the lowest possible cost, without the need for direct land ownership. A strategic approach to land acquisition also creates opportunities to attract private financing, focusing on new business models that can open avenues for private investments in water protection, nitrogen reduction, and CO₂ reduction
